The operating standard

Evidence across See, Decide, and Lead.

The designation should be withheld when the evidence is insufficient, ambiguous, too assisted, or concentrated in one kind of exercise.

Foundational coverage: All nine behaviours have sufficient evidence.
Independent performance: All nine have been demonstrated without assistance.
Transfer: At least six have been demonstrated in materially different contexts, with coverage across See, Decide and Lead.
Retention: At least one behaviour in each domain has survived delayed retesting.
Pressure: At least two Lead behaviours have been demonstrated under meaningful challenge.
No unresolved foundational failure: There is no current breakdown severe enough to make the overall claim misleading.
Evidence sufficiency: The evidence spans multiple contexts and is not dominated by one exercise type.
